This document is written as a matter of lawful record and urgent necessity, due to the factual, ongoing, and deeply personal domestic terrorism perpetrated against me and my family—my children, grandchildren, service dog, and loved ones.

This terrorism has been medical, legal, psychological, economic, and spiritual in nature. It has been committed by local, state, and federal agencies entrusted with the duty to protect.

I have written letters.
I have filed reports.
I have spoken publicly.
I have protected quietly.
And now I publish this lawful notice—binding from the moment it is made public.

Gifted to me by one who saw me whole

BODILY AUTONOMY AND MEDICAL NOTICE

I reclaim full, unbreakable bodily autonomy.
My medical history is not a matter of fiction or psychiatric projection.
It is the result of real, provable harm.

I have been:

• Denied pain relief after a broken leg
• Left in a wheelchair while dying of sepsis
• Ignored until I flatlined and was revived
• Retraumatized by PeaceHealth Medical Group and their affiliates over and over.

These are not allegations.
These are documented events.

Any continuation of these practices constitutes ongoing medical assault and domestic terrorism—which has already occurred.
They watched me die—only to bring me back for more.
I have suffered enough.

MEDICAL TARGETING SINCE 2010

The medical abuse I have endured began in 2010, following my successful legal action against the United States Department of Homeland Security.

From that moment forward, I became the target of ongoing, calculated, and systemic retaliation—primarily through PeaceHealth Medical Group and its affiliates.

The harm has been extensive—emotionally, physically, spiritually, and medically. It is far too vast and cruel to fully detail in a single document. But I carry it all in my body. And I document it now for the record.

I hereby place PeaceHealth, all affiliated clinics, hospitals, contractors, and the State of Washington Department of Health on lawful notice for:

• Negligence
• Retaliation
• False psychiatric labeling
• Denial of emergency care
• Ethical and human rights violations

My previously submitted HIPAA Amendment Request remains active and binding.

WHISTLEBLOWER STATUS

I am a former officer with the Department of Homeland Security.
I was cleared for duties with NSA and CBP.

I did not sue DHS for money.
I sued to stand for the safety of our nation, the dignity of my name, and the protection of the people.

After my injury while serving, I continued to serve others—unpaid, unarmed, and unprotected—for 15 years.

I now formally and publicly invoke whistleblower protection under federal law.

I also declare for the record: Despite my status, I have been denied those federal protections for 15 years, including while I lived for 10 years on federally controlled land. An Army Base.

This denial has allowed further targeting, neglect, and retaliation to occur in plain view, without intervention.

FALSE ARREST AND JUDICIAL RETALIATION

In 2010, following my lawsuit against Homeland Security, I was falsely arrested by a man affiliated with the Lynden Police Department and local Sheriff’s offices.

The case was fabricated, dragged out over a year, and used to prevent me from working.

When the case was dismissed as fiction, I was threatened by the presiding judge, who warned me to never speak of it again—or he would further harm my life.

That threat ends now.
This is my truth.
It will never be hidden again.

THE NIGHT I FLED AND WAS DENIED 911 PROTECTION

I was forced to flee my home at 4667 Loft Lane, Blaine, WA, due to escalating threats to my life.

The final incident involved someone stomping violently on my roof in the middle of the night.

I had two phones—one on speakerphone with a witness listening live, and the other dialing 911.

My dogs were barking.
The stomping was heard.
911 denied me help. Again.

Despite repeated requests, and despite witness verification, I was told I would receive no protection. The Whatcom County Sheriff’s Office has punished me for calling 911, until even urgent calls were ignored.

This is institutional betrayal.
This is failure.
This is terrorism.

NOTICE TO ALL LAW ENFORCEMENT AND SCHOOLS

This declaration is directed to every agency that took an oath to serve and protect but failed.

Law Enforcement Agencies:

• Whatcom County Sheriff’s Office
• Lynden Police Department
• Bellingham Police Department
• Washington State Patrol
• All federal, state, and municipal branches connected

Educational Institutions:
I place every school involved in my children’s education on notice for:

• Negligence
• Inaction during abuse and trauma
• Failure to respond to written and verbal warnings
• Systemic complicity in harm

These institutions are now formally named and documented in this public record.

I hereby lawfully demand:

• A private, peaceful, and secure home to recover and rebuild
• A tall, protective fence for my current white Borzoi service dog
• A trained K-9 protection dog matched to me for protection and trauma support
• A bodyguard who is trauma-informed, trained, and someone I can personally get to know and trust

These are not luxuries.
They are life-saving measures, and I require them now.

MY BROTHER, THE LEGACY, AND THE LOSS

My brother Christopher was a:

• Veteran
• Civil Engineer who helped build Washington’s roads
• Husband, foster father, and adoptive father
• Rescuer who crossed oceans to bring his daughter Jade home safely from China

He was killed by the same system that harmed me.
They admitted fault and paid a settlement to his widow and child.
But the admission came too late to save him.

He was my protector.
And I was his.

Now, I rise with the phoenix—for him, for us, and for all we lost.
